Description of the services to be provided:

The Authority requires the Provider to improve health outcomes and

reduce inequalities by developing or delivering an Integrated Sexual Health Service in Lancashire.

The Provider will deliver services against 5 main strands of work.

The Provider will deliver an Integrated All Age Clinical Sexual Health Service.

The Provider will deliver Specialist Young Persons Sexual Health Services.

The Provider will enable access to a comprehensive Digital Sexual Health Service.

The Provider will deliver a full programme of Training for Lancashire-based professionals in Sexual and Reproductive Health.

The Provider will deliver a comprehensive Programme of Outreach and Prevention around core sexual and reproductive health issues

The Authority (Lancashire County Council) is intending to award the contract to the existing provider following Direct Award Process C .

The approximate lifetime value of the contract is up to £53,975,104

The intended contract dates are:

Contract start date: 01/04/2025

Contract end date: 31/01/2032

The contract will have an initial term of five years, with the option to extend up to 31/01/2032.

Key Criteria:

• Quality and innovation (30%) - The quality and innovation elements have been assigned based on the importance of improving the efficiency, effectiveness, and service user satisfaction which means applying new ideas, methods, or technologies to enhance the quality standards, processes, and outcomes. It is expected that services delivered under the NHS quality standards are safe, effective, provide a positive experience, are well led, sustainable resourced, and equitable. Considering the quality of services provided and innovative approaches alongside the mandated delivery of Consultant-led sexual health services led to a decision to weight this element at 30%.

• Value (30%) - The Local Authority needs to ensure value for money. As a high-value contract, commissioners need to ensure that delivery is cost-effective and efficient. Considering the overall value as well as the cost-effectiveness of their services, a weighting of 30% for this criterion is applicable.

• Integration, collaboration, and service sustainability (15%) - There is a requirement for the provider to demonstrate strengths in integrating with existing services, collaborating with other organisations, and ensuring the sustainability of their services over time. therefore, a weighting of 15% was applied to this criterion.

• Improving access, reducing health inequalities, and facilitating choice (15%) - There is a requirement for the Provider to demonstrably enhance accessibility to care and reduce disparities in healthcare delivery through an inclusive ethos. This means ensuring the best experience possible for service users. As a service with a significant clinical dimension, this criterion therefore enhances both quality and value for money therefore a weighting of 15% is applicable for this criterion.

• Social value (10%) - There must be a clear focus on opportunities to increase access to healthcare, reduce health inequalities, promote patient choice, and address social needs. A weighting of 10% for this criterion is applicable in line with the Authority's Social Value Strategy.

Rationale for choosing the provider:

The relevant authority (Lancashire County Council) is of the view that the existing provider is satisfying the existing contract and will likely satisfy the proposed contract to a sufficient standard taking into account the key criteria and applying the basic selection criteria.
