The Trust are seeking a single supplier who will provide a Supported Transport Service.Birmingham Children’s Trust intend to commission to one provider to deliver a Supported Transport Service for Looked After Children and Young People up to the age of 18 years old, who need to be transported in a safe and secure manner to their new placement address both within Birmingham and nationally. The requirement for this service is that all children and young people that require Supported Transport arrive at their destination safely and securely within Birmingham and sometimes throughout the country, including Scotland and Wales. All children and young people should be afforded care and understanding of their individual needs by appropriately trained staff and treated with respect. The name for this service will be ‘Supported Transport’.

two.2.4) Description of the procurement

Birmingham Children’s Trust intend to commission to one provider to deliver a Supported Transport Service for Looked After Children and Young People up to the age of 18 years old, who need to be transported in a safe and secure manner to their new placement address both within Birmingham and nationally. The requirement for this service is that all children and young people that require Supported Transport arrive at their destination safely and securely within Birmingham and sometimes throughout the country, including Scotland and Wales. All children and young people should be afforded care and understanding of their individual needs by appropriately trained staff and treated with respect. The name for this service will be ‘Supported Transport’.The Provider will take responsibility for the safety, security and welfare of the child or young person, ensuring a sensitive and non-judgemental response to their situation, providing specific support as relevant and ensuring that their rights and procedures are observed. Transportation is required for some children and young people with a variety of needs including, but not extensively, challenging and violent behaviour, mental health needs, self-injurious behaviour, victims of Child Sexual Exploitation (CSE), and absconding/missing episodes. The Provider’s Staff will need to be trained appropriately to manage these behaviours and are expected to act in the capacity of a good parent.The contract will be for a period of 2 years commencing 1st December 2022 and will expire on 31st July 2024 Depending upon satisfactory contract performance, an option to extend for two more years exists.
