In order to fulfil our operating licence and comply with obligations under the Health and Safety at Work Act 1974 (“Act”), Network Rail must have a system to provide rules and decisions to assure the Health and Safety of everyone accessing and working on our controlled infrastructure within the industry.
When a worker accesses the infrastructure, we need to be assured that:
They are ‘Sponsored’ by a company who are authorised to put people to work on the infrastructure
They have been assessed to be medically fit (or medical fit with restrictions) to undertake the required tasks
They have not failed a drugs and alcohol test
They hold the appropriate skills and training (competences) to access the managed infrastructure and undertake the tasks required
They are not at risk of fatigue

The purpose of this RFI is to engage with the supply base and request information relating to the existing workforce management solutions available in the market that can meet our requirements, specifically this RFI will look to address the following areas :
Explore what technical solutions and workflows have been used by vendors to implement similar capability
Having an overview of supplier experiences, demonstrating delivery to similar industries and complexities
Insight to case studies of examples of similar solutions provided to their customers
Understanding learnt lessons from vendor experience
Vendor ROM costs for similar solutions enabling us to better estimate out costs
Vendors providing an outline in how the discovery phases and delivery phases would be approached
Insight into vendor ROM delivery timescales
Utilising the responses to help frame the requirements that we may not have considered
Ensure we have value for money during this procurement event

Network Rail may be looking to tender this requirement in the near future, any potential tender event in relation to this requirement will maybe issued via the Network Rail procurement platform – BravoNR, issued through the Technology - Supplier Qualification System (SQS), under one of the following categories
Software as a Service - Quality, Health, Safety & Wellbeing
The SQS has been established to provide a single platform for suppliers to register against multiple technology specific categories. Qualification will negate the need for a supplier to complete Network Rail’s mandatory and discretionary questions every time they are invited to participate in a competitive process. Registered and qualified suppliers on the SQS can be considered by Network Rail for contract opportunities without further notification of requirements published via Find a Tender Service.

Supplier responses should be responding to questions with excel document, as well as preparing a demonstration/presentation of their capabilities that can be shared within scheduled workshop
Once completed please send your excel submission document via email as attachment to alex.jerome@networkrail.co.uk with the email subject "Health and Safety Authority to Work System RFI". The response deadline for this RFI is 28th September 2022.
Suppliers who respond to this request for information who meet our requirements will be provided with the opportunity to demonstrate their solution to the Network Rail project team via Microsoft Teams within a 2 weeks’ period from 24th October 2022, the session will be held for an hour with approximately 30 mins for questions.
The RFI demonstration meeting is exploratory only and does not form part of a competitive tender exercise. All discussion and related RFI demonstration collateral shall not be shared with any third parties;
The meeting will be recorded and only shared with those individuals who form part of the project team. This will be for audit purposes and to share with any of the project team unable to make the demonstration. If you do not wish for your demo to be recorded, then please make this known to procurement in advance.
