This is a Transparency - Intention to Award Notice - to inform market of the Relevant Authority’s intention to Award a Contract to the Most Suitable Provider under the Health Care Services (Provider Selection Regime) Regulations 2023, Most Suitable Provider Process.
NHS England Specialised Commissioning and the Mental Health Team are working jointly to commission a Psychological Support Service for those infected and affected by infected blood, in response to the Interim Inquiry Report. This service can only be delivered by existing commissioned Haemophilia Comprehensive Care Centres (HCCC).
The lifetime value of the contract covering all Lots is expected to be £22,809,000.00
This is a new service and will be delivered by existing providers. It is anticipated that the services will commence on 30th August 2024 for an initial period of 5 years with an option to extend for a further 2 years.

do not apply to this award. The standstill period begins on the day after the publication of this notice.
Representations by providers must be made to the relevant authority by midnight on Friday 2nd August 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
This is the second intention to award notice that has been published and covers the outcome for part of Lot 1, part of Lot 4 and part of Lot 7 which are now awarded following receipt of further information that was required from a small number of providers. A further notice will be published for Lot 9 as soon as the assessment is fully completed.
The Relevant Authority is of the view, taking into account likely providers and all relevant information available to it at this time, that it has identified the most suitable provider or providers for each of the Lots.
Each of the 5 Key Criteria elements were balanced with equal priority and considered on this basis. Following assessment, it was agreed that the 4 providers are capable of meeting the service specification and are existing Haemophilia Comprehensive Care Centres which was an essential requirement.
This decision has been made as per NHS England governance processes, by Delegated Commissioning Group on 28th May 2024. No conflicts of interest were identified.
