seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
This modification is to allow for an uplift in the overall contract value of LOT 1 only of this contract. This will increase the headroom to cover immediate requirements. It will also increase headroom to cover further requirements within the final 3 year extension period that will be issued and agreed separately.
The overall contract value of LOT 1 (Support and Maintenance of Existing Core and Non-Core ARCGIS Products) was £4m, however, a review of the current spend on LOT 1 found that there was an overall spend of around £3.3m to date. Given this and the need to ensure continuance of critical GI services for which the supplier has exclusive rights there is a requirement to uplift the overall contract value for LOT 1 only to increase the headroom to cover requirements over the final 3 year extension period. This increase would still be in keeping with the overall original contract value and allow for a replacement procurement competition to be taken forward for future services. The overall contract value for LOT 1 has been increased by £2 million from £4 million to £6 million.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The Regulations permit the modification of a contract where the changes proposed meet one or more of the prescribed tests as set out in Regulation 72. Having considered the information provided there would appear to be convincing reasons to modify this contract in accordance with Regulation 72(1)(b) Additional works, services or supplies “have become necessary” and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs - provided the change does not exceed 50% of the value of the original contract.
