London Borough of Southwark’s Children's Service wishes to commission a Young Carers
(YC) Support Service for those young people involved in caring roles and
responsibilities. The duration of the contract will be for 3 years with the option to extend the
contract by 1 + 1 year (possible 5 year contract).
The Council is seeking a provider who can develop and deliver an outcomes focused support
service, providing a range of support and interventions to Young Carers. In addition, there
will be an element of the provider undertaking Awareness Raising and Training of services on
identifying and understanding the needs of Young Carers.
A Young Carer is defined for the purposes of this tender as a child under the age of 18 and up
to 25 years if the young carer has additional needs (please refer to specification for more details), who provides or intends to provide care for another person (of any age, except where that care is provided for payment, pursuant to a contract or as voluntary work).
A young carer becomes vulnerable when the level of care-giving and responsibility to the
person in need of care becomes excessive or inappropriate for that child, risking impacting
on his or her emotional or physical well-being and/or educational achievement and life
chances.
The Children and Families Act 2014 amended the Children Act to make it easier for young
carers to get an assessment of their needs and to introduce 'whole family' approaches to
assessment and support. The authority wishes to commission a provider to undertake
assessments, and support the child's wellbeing, education and development, as well as raise
awareness across the community of issues relevant to young carers.
