The Authority is in the preparatory stage of the procurement of a contractor/contractors for the decommissioning and demolition of the existing EfW Facility on the Edmonton EcoPark. The procurement (the "EfW Decommission and Demolition Project") consists of works to decommission and demolish existing buildings, structures and plant.

two.2.4) Description of the procurement

The Authority is currently engaged in the North London Heat and Power Project (NLHPP), a programme of works at its EcoPark site in Edmonton, London N18 3AG for the development of a new Energy Recovery Facility (ERF). The Authority has already engaged a contractor and construction works for the new ERF have commenced and are making good progress. The EcoPark site for the ERF works is an operational waste management site where LondonEnergy Ltd (LEL), a private company wholly owned by NLWA, operates an existing EfW Facility. Now that construction works are well underway on the new ERF, the Authority is looking to procure works to decommission and demolish the existing EfW Facility. The Authority is in the preparatory stage of the procurement of a contractor/contractors for these decommissioning and demolition works (referred to as the "EfW Decommission and Demolition Project"). The works to be carried out for the EfW Decommission and Demolition Project shall include:

(i) Enabling and preparatory works;

(ii) Site access and handover;

(iii) Site establishment and set up including installation of hoarding to the work area;

(iv) Utilities isolation and disconnection;

(v) Asbestos removal;

(vi) Removal of redundant utilities, electrical cabinets, switchgear, transformers, generators, electrical and control cables, control cabinets, PLCs and transformers;

(vii) Soft strip including but not limited to removal of redundant building contents and plant such as:

• Overhead cranes (waste cranes / turbine hall crane / workshop crane)

• Furnace, boilers and associated equipment such as pumps, ducts and fans

• Flue gas treatment reactors, baghouse filters, conveyors, silos

• Steam turbines and condensers and cooling towers and associated equipment such as pipework, pumps and tanks

• Demineralisation plants and effluent treatment plants and associated equipment such as pipework, pumps and tanks;

(viii) Demolition of the EFW Facility (main building, admin building, tipping hall, boiler hall, turbine hall, flue gas treatment, stack, cooling towers, intermediate bulk ash building, in/up ramp, down/out ramp). The stack is required to be dismantled working in a systematic and controlled manner from the top down;

(ix) Earthworks including bunker removal and infill of resultant voids;

(x) Ground remediation;

(xi) Demolition of the existing water pumping station on Ardra Road and connections between this and the EFW Facility;

(xii) Demolition of existing associated/ancillary buildings, structures and plant such as clinical waste building, effluent treatment plant, weighbridges;

(xiii) Site restoration works; and

(xiv) Site completion and handback.

six.3) Additional information

The Authority is holding a Market Information Day (MID) to engage contractors by explaining the opportunities associated with the works and to invite views from interested contractors for the delivery of the EfW Facility decommissioning, demolition and associated works as set out in this PIN. It is planned that the MID will be held week commencing 9 October 2023 in central London. The Authority will give a presentation on its proposals for the work including the planning requirements, the Authority's circular economy principles, interaction with LondonEnergy Ltd (the current operator of the EfW Facility), the proposed works programme and any engagement required between the contractor/contractors, the operator and regulatory parties. The MID will also include site visits to give suppliers the opportunity to see the site early in the procurement process and to help them understand the constrained nature of the site. Following the MID, the Authority will offer post-event interviews or questionnaires to the contractors to gather feedback and to discuss the contractors' suitability for the works. The Authority and contractors will discuss: the services the contractors might be able to provide in-house versus which services would be sub-contracted; acceptable levels of risk to the contractors; the level of information the contractors require in order to tender; the surveys the contractors may need to base their tender on; and the timelines and practicalities of the works for each contractor.
