The following is a Prior Information Notice (PIN) only and is being placed to alert suppliers to a potential future procurement exercise. Any values and timescales stated within this PIN are for guideline purposes only and should not be taken as a guarantee.

Bristol, North Somerset and South Gloucestershire Integrated Care System are considering procuring a digital platform that will support our transformation of population health and tackle health inequalities. The platform will deliver;

• An analytics function to realise data-driven decision making across population health management and commissioning, business intelligence, operational reporting and applied research and evaluation.

May also include;

• A modern integrated shared care capability. Moving beyond viewing shared records to allow place based integrated care. This would need to include; joint caseloads, shared care planning, ability to read and write to records. To enable progress towards clinical and person identified outcomes being measured and tracked. The platform will need to give practitioners a full picture of those in their care through either a centralised portal or through their existing local digital solutions.

two.2.4) Description of the procurement

BNSSG ICS invites written expressions of interest (EOI) from suitably qualified and experienced suppliers, including third sector and social enterprise organisations, private and NHS organisations to inform the procurement options to secure a service supplier to realise this platform.

Please complete the attached market engagement questionnaire as part of your written Expression of Interest (EOI). You may either; have an end to end product offering, or provide a specialist component solution or wish to be considered as a prime contractor providing integration of a set of specialist components. A decision is yet to be taken how this platform will be tendered. BNSSG ICS intend to outsource all components of the technical solution including the information management system and integration to the local data providers.

Expected contract start date: April 2022

Potential combined contract value: £2.5m to £8m pa

Potential contract duration: Up to 7 years

EOI response limit: 1,250 words

Expressions of Interest (comprising of the completed market engagement questionnaire) must be received by 12 o'clock (noon) on the 8th October 2021 and submitted via our e-procurement portal, In-Tend at https://in-tendhost.co.uk/scwcsu/aspx/Home

This process is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

two.2.14) Additional information

This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit BNSSG CCG or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Commissioners are looking to establish the level of interest there might be in providing such a service from suitably qualified, capable and competent organisations.

BNSSG CCG will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course.
