two.2.4) Description of the procurement
Individual Placement & Support in Primary Care (IPSPC) is a pilot programme funded by the Department for Work & Pensions (DWP) to support people with either physical or mild to medium mental health conditions into work or to remain in work. The Growth & Investment team on behalf of Norfolk County Council (NCC) was one of 12 local authorities across the country successfully awarded funding following a competitive bidding process and a contract worth £2.72m was signed in summer of 2023. Following a procurement process, Seetec Pluss were awarded a contract (valued at £2.281m) to deliver this provision to 1,100 Norfolk residents, branded as Working Well Norfolk (WWN). The project launched in October 2023 and will recruit participants up to November 2024 with participant support ending in March 2025.
In both the spring and autumn budgets in 2023 UK Government announced a further round of funding, entitled Universal Support (US), which would take on board the lessons learned from IPSPC and LSE and deliver supported employment provision to both IPSPC and LSE cohorts as well as a wider cohort of economically inactive disadvantaged participants.

This extension will be granted under the Public Contract Regulations 2015 (as amended) regulation 32 (2) (b) (ii) namely competition is absent for technical reasons and also in the alternative 32 (2) (c). This is a short extension from November 2024 to Jan 2026 to the contract with Seetec Pluss. Competition is absent as the timing of the new money from DWP has not allowed us sufficient time to tender and to transition the provision (TUPE is involved), without a break in provision. Due to the cohort involved a break in provision has been deemed unacceptable. Commercially it is not viable for another provider to take the provision and staff on and run for 1 year. The value of the existing contract is £2281000 with the proposed amendment being of the value of £2.1m.
