two.2.4) Description of the procurement
The University Hospitals of Leicester (UHL) and University Hospitals of Northamptonshire NHS Group (UHN), which consists of Kettering General Hospital NHS Foundation Trust (KGH) and Northampton General Hospital NHS Trust (NGH), are analysing a range of options in respect of the provision of Decontamination Services to both organisations.
UHL currently outsource offsite decontamination services, in its entirety, via a leased building, and has the option to extend the contract for a maximum of 5 years. This contract was implemented via a previous OJEU tender exercise.
At UHN, both Kettering General (KGH) and Northampton General (NGH) have Sterile Service Facilities at each site. Both UHN Sterile Service Facilities require investment and refurbishment and the KGH site will also be impacted by the New Hospital Programme with the site being de-steamed in September 2026.
A range of options are being considered:
• Remain as is.
• An offsite location with the possibility of providing additional capacity for future collaboration with other Trusts.
• Refurbish current units to the agreed standards.
• Condense sites into one unit.
• A lease option.
• In-house service delivery.
• Outsource the services.
• Any other options are welcome from the market.
UHL and UHN are looking for suppliers to show interest across the range of options including construction partners, developers, Operational Delivery Partners, etc.
We would like to understand the market and the “art of the impossible” and are looking to implement a partnership arrangement.
Current Approximate Annual Volumes are as follows:
KGH - 54,000 trays
NGH - 76,500 trays
UHL - 139,000 trays and £62,500 supps

We will hold an engagement event on 10th September 2024 order to encourage open discussion and explore ideas, prior to us undertaking a full procurement exercise.
