Integrated Substance Misuse Services. Offering a whole-system, whole family approach, to the delivery of the drug and alcohol service in line with the Cheshire East Council's vision. This includes a 'Recovery' oriented service. The lead provider should be able to demonstrate a successful commitment to consortia/partnership working, effective community/network development and placing the people who use the service at the heart. The ability to deliver on the Council's defined recovery outcomes is essential as well as to provide a whole family approach, focused on appropriate interventions, especially in the context of safeguarding. The lead provider will be expected to develop and manage a supply chain that meets the needs of the population of the Borough; this should include the utilisation of small third sector organisations which have a proven ability to engage with diverse communities as well as actively supporting the development of a network of mutual aid and social enterprises.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Modifications until 31/10/2024 for additional criminal justice capacity within the CGL service, for additional treatment capacity within the CGL service (OHID), and for additional in-patient detox placements.

Additional monies from Probation would add an additional value of £190,769

Additional monies from OHID would add an additional value of £700,178

Additional monies from Wirral Council would add an additional value of £91,676 giving a new total contract value of £19,001,213

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The modifications will allow for additional capacity for 'additional drug treatment, crime and harm reduction' and also for additional 'treatment' provision within the areas identified. The modifications fit with the current Substance Misuse contract, it will link in with other aspects of the current contract & this is the most economically viable solution.
