Description
HSE requires an online platform for Legal Research,to support policy making and enforcement action across the organisation.
The online platform must present a clear, user-friendly customer interface which gives HSE staff access to comprehensive case reports and transcripts; consolidated legislation dating back over the centuries and legal journals including abstracts of every journal article in every English language legal journal in Europe.
The online platform must give HSE staff access to :
(i) current and historical case law.
(ii) law reports and practical law service.
(iii) a constantly updated and comprehensive collection of UK and EU case law, legislation, expert legal analysis, national, regional and international legal news, journals and current awareness.
(iv) to compare previous legislative provisions, information on EU directives/strategies - i.e. the EU hydrogen strategy proposals.
(v) a Legislative search tool to access the most up to date versions of complex and rapidly changing legal provisions (since EU exit) under the Product Safety and Health & Safety at Work legislative frameworks, including Retained EU Legislation.
(vi) the most up to date version of UK law.
(vii) A tool to enable staff to establish what requirements were in place on a specific date (such as the date an offence was committed)
(viii) key legal texts which the courts and legal profession use.
(ix) An Alert notification tool for changes in Legislation.
The platform should be available to staff 24 hours a day 365 days a year. Services should allow HSE users to subscribe by registration with their work email and password.

Payment terms
All invoices raised must include the relevant Purchase Order number which will be issued by HSE Procurement Unit. Failure to include the Purchase Order Number may delay payment. Invoices should be submitted electronically in PDF format to a designated e-mail address which will be identified in the contract.
Invoices should also include details of work satisfactorily carried out and any VAT properly chargeable.
HSE shall make payment of agreed costs, in arrears, within 30 days of the acceptance of the invoice.
