This is a voluntary ex ante transparency (VEAT) notice. This notice is to indicate that The York and North Yorkshire Combined Authority formed on the 7th May 2024 acting on behalf of itself and the Chief Constable of North Yorkshire Police proposes to contract with North Yorkshire Council by virtue of fully owned teckal company called Nynet Limited (company number 06069791) for the provision of their Wide Area Network
Since the formation in 2019 of enableNY (North Yorkshire Police and North Yorkshire Fire and Rescue Service) many areas of the Estates are shared by both organisations, the vision is to have a collaborative arrangement which will deliver opportunities to reduce costs for multi occupancy buildings. Nynet provide broadband to businesses, communities and the public throughout North Yorkshire, all surpluses are re-invested to provide reliable networks across North Yorkshire.

This is voluntary ex-ante transparency (VEAT) notice. This notice is to indicate that The York and North Yorkshire Combined Authority acting on behalf of itself and the Chief Constable of North Yorkshire Police proposes to contract with North Yorkshire Council by virtue of fully owned teckal company called Nynet Limited (company number 06069791) for the provision of their Wide Area Network.
The deliverables from the service shall include network links for Police Force and the Fire and Rescue Service, supporting the current and future demand on network traffic,. This will be performed on a site-by-site basis defining the link size and link type required based on criticality of the services within the building. Link types include:
• Non-resilient where a single link is presented and should this fail, connectivity is lost
• Diverse Routed where two links are provided that exit the building at different locations eventually being routed together to the same supplier exchange or where they exit the building in the same place bur are routed to the different BT exchanges.
• Fully Diverse Routed where two links are provided that exit the building at different locations and are routed to separate exchanges powered by different sections of the national grid
• Technical requirements will be produced citing bandwidth, latency and jitter parameters that need to be met to support the growing use of voice and video technologies over the network links
Project implementation requirements will ensure that where downtime is required it is minimised and takes place during less busy periods.
Nynet Limited provide broadband to businesses, communities and the public throughout North Yorkshire, all surpluses are re-invested to provide reliable networks across North Yorkshire. Objectives common to North Yorkshire Council and York and North Yorkshire Combined Authority that will be achieved include but not limited to:
• Enables and enhances the ability to perform North Yorkshire Police and North Yorkshire Fire & Rescue Service roles as Category 1 responders under the Civil Contingencies Act 2024
• To facilitate and achieve enhanced secure and resilient communications in an emergency.
• Provide day to day reliable access to the public, data and cloud hosted applications supporting all of the organisation's functions.
The procurement is to be awarded in accordance with the Public Contract Regulations 2015, under Regulation 12 (7), Contracts which establish or implement co-operation between contracting authorities. This award shall satisfy all requirements of Regulation 12(7) of the Public Contract Regulations 2015.
