Suffolk County Council is appointing a provider to operate and manage its own Waste Transfer Station in the Haverhill area of Suffolk for the receipt of residual waste, recyclable and organic wastes, primarily collected by West Suffolk Council. The provider will also be required to provide the haulage of residual waste to the Suffolk Energy from Waste facility, plus recyclable waste to the Materials Recovery Facility at Great Blakenham, and may also be required to provide haulage of other waste materials from the transfer station.

To operate and manage a Waste Transfer Station for the receipt of residual waste, recyclable and organic wastes, primarily collected by West Suffolk Council in the Haverhill area of Suffolk. The contract represents 16,000 tonnes per annum (10%) of the annual tonnage which goes through transfer stations in Suffolk. The Council is undertaking a procurement exercise using the above threshold restricted procedure for operation of our transfer stations for the 147,000 tonnes per annum (90%) with the contract to commence May 2022

    • absence of competition for technical reasons

Explanation:

In accordance with Regulation 32(2)(b)(ii) competition is absent for technical reasons where no reasonable alternative exists. A search on the Environment Agency's website has shown that there are no alternative licensed sites within a reasonable distance of Haverhill. Furthermore, due to the low tonnage involved, it would not be efficient to build and operate a new transfer station in isolation in this area and nor could a different operator provide a cost- effective service.
