This ITT is a concession arrangement to operate an e-scooter scheme in the West Midlands Combined Authority area. The procurement process will adhere to the Concession Contracts Regulations (CCR) 2016.

two.2.4) Description of the procurement

This ITT is a concession arrangement to operate an e-scooter scheme in the West Midlands Combined Authority area. The scheme would comprise a fleet of e-scooters, together with docking and geo-fencing or station facilities, and supporting infrastructure, business processes and services. The scheme would operate in the West Midlands Combined Authority area. The contract proposed is an income contract to the WMCA; it is not a spending contract. There will be no cost to the WMCA. On the contrary, it should secure annual income to WMCA, as a percentage share of the service revenue.

WMCA intends to select a supplier in line with this process to design, build, test, operate and maintain a system and supporting business processes for the provision of services in relation to the West Midlands e-scooter Hire Services. We seek these outcomes from the tendering process:

- A new services concession agreement with an e-scooter service provider, who will take full responsibility for implementation and operation up to 31st October 2025; and

- Deployment of up to 7,500 fully managed e-scooters, generating a net income for the region.

This will require the close collaboration with LA and TfWM colleagues to ensure the scheme is run in accordance with local infrastructure, adjacent schemes and local needs.
