The Consultant will be required to provide Data Consultancy services and outputs for the UK National Commission for UNESCO's and Department for Culture, Media and Sport's Climate Change & UNESCO Heritage pilot project. The pilot project is funded by HM Treasury's Shared Outcomes Fund. The consultant will help assess the current data landscape relating to climate change and natural and cultural heritage in the UK, and to advise on, develop and implement a suite of data and digital resources to support more effective and accessible data provision and use at local, regional and national levels.

Contract outputs:

The Consultant is required to complete the following outputs through the fulfilment of their role, including but not limited to:

an overarching data summary report

a comprehensive data catalogue for the project

an open, accessible, and reusable geographic information system (GIS) tool (map; visualisation; dashboard) for threat/management modelling in each pilot site

an interrogatable threats-based analysis tool / platform (live dashboard)

FAIR tools, artefacts and methodologies identified as part of project delivery

a sustainable digital platform/site to host project outputs and learning

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

- The services within the contract were deemed by the contracting authority to require expert technical and background knowledge of underpinning research methodologies from a 2022 study covering the data needs of UNESCO designated sites in the UK and Canada.

- The contractor was considered to be uniquely placed with this knowledge within the wider data services market, as well as having specialist expertise and track record in delivering public data contracts.

- Regulation 33(1)(b)(ii) - competition is absent for technical reasons was therefore considered to lawfully apply.

- A direct appointment without prior publication of a call for a competitive commission was considered acceptable by senior management at the contracting authority and the decision was verified independently by an external project Steering Group.

- It was concluded that the level of specific expertise demanded meant better value for money in terms of quality and cost was unlikely to be met via a competitive approach.

- A negotiated procedure secured best value for money for the services by the contractor, including a 12% discount on its published public sector rates.
