The Health Hydro
Refurbishment of the Health Hydro will enable the building to play a much higher profile role in the civic life of Swindon (as it did 100 years ago) and, in conjunction with a marketing campaign for the Hydro and promotional activities for the wider area provided by the HAZ , can play a key role in place-making by showcasing Swindon’s unusual but relatively unknown and under-appreciated heritage and by telling the story of how these buildings were built through collaboration and pooling of resources, motivated by a desire to improve peoples’ lives. The community places a high value on this building and its restoration will include working with the Friends of the Health Hydro to highlight the heritage of the building and help restore civic pride.
A revitalised building and facilities will help improve the health and wellbeing of residents in two ways:
1. its town centre location supported by improved pedestrian links will encourage active travel from other parts of the town centre and
2. it will enable targeted work to improve the health of residents in the surrounding area who are within the bottom 30% for national indices of deprivation and who suffered higher than average rates of C-19 during the pandemic.
Refurbishment of the Health Hydro will be supported by additional funding from the Heritage Action Zone which will provide new external signage to signal the activities available inside and will reconnect the Hydro to the Railway Village through a repositioned and more inviting pedestrian crossing.
The Health Hydro occupies an entire block, with well proportioned and detailed exterior elevations fronting onto both Milton Road and Faringdon Road. Its refurbishment will provide a general uplift of the Area. It will send a signal to private investors that investment is being made in Swindon town centre and specifically in its historic areas. This should act as a catalyst for further investment at nearby under used and vacant sites, increase demand for additional units at the Carriage Works, and help provide the preconditions to support the restoration of the nearby, derelict, Grade II* Listed Mechanics’ Institution. GLL operate the building, along with 5 other of the Council’s leisure centres, as tenant by way of a 25 year lease from 1 November 2014, with a break at the end of the 10th year, October 31 2024. There is no management agreement between the Council and GLL but the Council has since November 2019 made a grant payment to GLL averaging around £125k a year, which will run for 5 years, for the Health Hydro recognising it is operating at a loss and to ensure GLL did not serve a break on the Hydro effective 1/11/2019.

Swindon Borough Council (SBC), wishes to submit to tender the requirements for the provision of a Leisure Consultants to undertake : Preparatory work which will inform and oversee the regeneration and refurbishment of the Grade II* listed Health Hydro, Milton Road, Swindon, and also
The review of the Council’s other leisure centre assets post pandemic and how they relate to the opportunity to refurbish the Health Hydro.
The works will also include the proposed Project Management of the refurbishment of the Health Hydro.
It is proposed that services are to commence in November 2021 The estimated cost of these works is £500k - 600k
