two.1.4) Short description

The overall aims of the Skills Bootcamps are:

i) to deliver flexible training programmes lasting up to 16 weeks, based on employer / sector 'in-demand' skills needs which may be either regulated (i.e. qualification based) or non-regulated (e.g. based on alignment with industry standards) enabling adults to do training around work and other commitments, looking to gain work, additional responsibilities, or access new opportunities and will offer a guaranteed job interview (in the case of a new job) to individual participants on completion of the course.

ii) to address the needs of adults (19+) who are full-time and part-time employed, unemployed, returning to work after a break or self-employed, and provide individuals with wider access to opportunities to retrain, update or formalise their skills or acquire specialist skills

iii) to address the needs of employers and the wider economy, to deliver targeted interventions to meet short-medium term demand to fill vacancies and drive productivity. Interventions will help fill medium-higher level vacancies and bring individuals closer to better jobs, by linking them with line of sight to a job/ different role, additional responsibilities or new opportunities/contracts.

We welcome all bids and are particularly interested in considering activity within Digital Technology and our Green/Blue and Natural Capital economies. Please note, we are also open to bids for Skill Bootcamp pilots in new eligible sectors i.e. Health Services, Financial Services, Hospitality and Creative Industries.

DCC has previously gone out to the market for bootcamps within Devon and Cornwall, and fulfilled its requirements within Cornwall. There is additional funding remaining for bootcamps delivered within Devon only.

Section four. Procedure

four.1) Description

four.1.11) Main features of the award procedure

The Authority is procuring under SECTION 7, of the PCR 2015, Social and Other Specific Services also known as Light Touch Regime (LTR). The Authority is using a process similar to the bid procedure described in Regulation 27 of the Public Contracts Regulations 2015 (as amended). However, the Authority reserves the right to deviate from the formalities of the procedure given the flexibilities permitted by Regulation 76 of the Public Contracts Regulations 2015 (as amended) in the conduct of procurements for "light regime" services." DCC will be using the LTR services, and the Authority will be taking advantage of the significant flexibility available to them under the light regime in developing its procurement process.

The Authority is looking to award to multiple suppliers across Devon.

Bidders are requested to submit Expressions of Interest, via the secure procurement portal. Sealed bids will be released after the closing time and date. To qualify bidders must pass a Selection questionnaire and prices must be within the stated price limits. Bids will then be assessed on the quality of the submission, using a transparent scoring matrix.
