two.1.4) Short description

Leicestershire County Council (the Council) is conducting a procurement to establish a Framework Agreement in accordance with the Light-Touch Regime requirements of the Public Contracts Regulations 2015.

The Council is inviting providers to join the Provision of Children/Family Therapeutic Services Framework. The aim of the framework is to provide evidence-based therapeutic support to children/young people and families,

• to promote attachment relationships, family stability and thus the best possible outcomes for all,

• to improve the mental health & emotional wellbeing of young people and families accessing the service, thus promoting empowerment, strategies and resilience for the future,

• to ensure the ongoing stability and security of permanence thus limiting the risk of family breakdown,

• to increase therapeutic choice for parents/carers going through the adoption and/or Special Guardianship process,

• to offer a timely service to children/young people and families which is proportionate to need, empowers individuals and does not create a ‘therapy dependency’.

The Framework will be cover the following types of therapy:

Category 1 - Play Therapies

Category 2 - Creative therapies

Category 3 - Therapeutic/Attachment Focused Parenting Support & Programmes

Category 4 - Therapeutic Life Story Work

Category 5 -Psychotherapy

Provision of creative therapies including Art Therapy, Music Therapy, Drama Therapy, Lego Therapy, Dance Movement Therapy

Providers and their therapists will have attended training in providing a specific creative therapy.

In order to deliver DMT, providers / their therapists must hold a postgraduate qualification in dance movement therapy, accredited by the Association for Dance Movement Therapy (ADMT) UK.

The service may be required to be delivered in a variety of settings.

The provision of psychotherapy including Dyadic Developmental Psychotherapy (DDP), Cognitive Behavioural Therapy (CBT), Dialectical Therapy (branch of CBT), Mindfulness Cognitive Behavioural Therapy (MCBT), Eye Movement Desensitisation and Reprocessing (EMDR), Systemic / multi-systemic Therapy, Solution Focused BRIEF Therapy.

All providers and their therapists will hold the relevant qualifications to practice and will be registered in their particular discipline with their professional regulatory body, if using a protected title.

Psychotherapy providers will be registered with UK Council for Psychotherapy (UKCP) or the British Psychoanalytical Council (BPC).

DDP providers and their therapists will be qualified in DDP to at least Level 2 and receive clinical supervision and have completed or be working towards the Practicum.

CBT providers and their therapists must be qualified to level 2 with the British Association for Behavioural and Cognitive Psychotherapies.

Leicestershire County Council (LCC) will incorporate a minimum 10 calendar day standstill period at the point of information on the award of the contract is communicated to Tenderers. LCC will ensure information on the award of the contract is communicated to all Tenderers. Tenderers who are unsuccessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the applicant/ tenderer was unsuccessful.

If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into the Court may order the setting aside of the award decision or order for any document to be amended. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to review the award decision before the contract is entered into.
