The provider will work with Bridgend County Borough Council and key partners to implement and deliver a Therapeutic Placement Support Service to children with complex needs, the service will be intensive, evidence-based within a Psychological, CAMHS based model which is already successfully delivered in other Council / Health Board areas. The service will support Bridgend’s fostering and residential (hub and assessment service).

two.2.4) Description of the procurement

This service will play a fundamental role in supporting our new, whole system, approach for care experienced children achieving stability, whilst also creating a system that supports greater integration of services for both children, staff and carers, and embeds and prioritises health and wellbeing throughout.

This service is being funded initially by Welsh Government investment in line with the ‘eliminating profit’ policy in respect of children’s social care. As such to meet grant conditions we require the provider to be NFP or planning on working towards it within a clear timescale in-line with WG policy

The provider will work with Bridgend County Borough Council and key partners to implement and deliver a Therapeutic Placement Support Service to children with complex needs, the service will be intensive, evidence-based within a Psychological, CAMHS based model which is already successfully delivered in other Council / Health Board areas. The service will support Bridgend’s fostering and residential (hub and assessment service).

The Therapeutic Placement Support service will deliver a specialist multi-agency team who will provide bespoke and targeted support to care experienced children that are at risk of placement breakdown due to their complex needs. The team will work intensively with carers (foster/kinship/IFA etc), professionals, and the whole support network around the child to mitigate the risk of the child moving on and carers burning out. This service must adopt a collaborative, pro-active and inclusive approach to working with children, young people, their families, carers and staff to enable better outcomes.

We require an experienced provider who has highly skilled, qualified staff that have extensive experience and knowledge of working with children and young people with complex emotional and behavioural needs and who understand complex family dynamics and trauma.

The service will have access to a clinical psychologist, who will work directly with this contract and our residential services, carrying out clinical assessments to formulate interventions and to help provide direction and support to both staff and children.

This is a significant opportunity to be involved at the start of a new approach in Bridgend CBC which is focused on making a difference to children and young people’s lives and to those who help them.

Provision will support the Council in fulfilling its duties under the Social Services and Wellbeing (Wales) Act 2014 and Well-being of Future Generations (Wales) Act 2015.
