two.1.4) Short description

Lewisham Council is seeking to commission a single provider to deliver integrated 0-19 Public Health Nursing Services for the population of Lewisham.

The 0-19 Public Health Nursing Service is primarily a preventative and early intervention service to deliver health care to families according to the Healthy Child Programme (HCP). The service will deliver Universal, Targeted and Community interventions to provide the required public health and health care outcomes for local children, young people and their families. The service will be delivered in line with the Family Hub approach.

The Provider will work across the whole pre-conception and 0-19 population, as part of a whole-system approach that is universal in reach and personalised in its response. The services will include, but are not limited to:

0-5 Health Visiting Services

Family Nurse Partnership

5-19 School Health Services, including a Tier 2 Healthy Weight Programme

It is expected that the successful tenderer will begin provision of the service(s) on 1st April 2023. This Contract/Agreement is for an initial period of four years, with the possibility of extensions totalling up to an additional three years, at the Council’s discretion.

two.2.4) Description of the procurement

The procurement will be carried out in accordance with the Light Touch Regime of the Public Contract Regulations (2015).

Tenderers expressing interest in this opportunity must demonstrate experience of delivering similar services of this type and scale. Tenderers must also meet the following conditions:

(1) Provide at least two examples of previous contracts providing an example of one 0-5 Health Visiting Service and an example of one 5-19 School-Age Health Service.

(2) Be registered with the CQC as a provider of regulated activity in this speciality.

(3) Demonstrate a positive approach to information governance, and connectivity and interoperability to key NHS data systems.

The Council reserves the right to award a contract on the basis of initial bids received however, should it be required, the Council shall enter into a negotiation phase with bidders that have submitted a compliant bid in order to inform the final tender submission However the Council reserves the right to award the contract on the basis of the Initial Tender Response without conducting an Negotiation Phase, if not required.

Description of options

The contract length is initially for a period of 4 years although Lewisham council reserves the right to extend it on the same terms for a further period or periods of up to 84 months making a total possible contract period of 7 years.

The budget available for the provision of this contract over the initial 4-year term is set and fixed for all suppliers at £6,949,489 per annum, equating to a maximum of £27,797,956 for the 4 year contract duration. Any tender that exceeds the annual budget and total available four-year budget will be deemed non-compliant and will therefore be excluded from the tender process. In the instance where the contract is extended up to 7 years the overall value will be £48,646,423.

Should it be required the tender includes an Optional Negotiation Phase where the Council shall enter into negotiation with bidders that have submitted a compliant bid. The purpose of the Negotiation Phase is to initiate and develop dialogue with the Bidders, in order to inform the final tender submission.

The Optional Negotiation Phase will include a number of negotiation meetings, after which the compliant tenderers will will revise and resubmit the relevant sections of their tender submissions and submit a Final Tender Response.

The Council reserves the right to award the contract on the basis of the Initial Tender Response without conducting this Negotiation Phase, if it is deemed not required.
