NWSSP seeks to establish a multi supplier, 3 Lot Framework Agreement (FA) for the provision of a range of Clinical, Surgical and Diagnostic services on behalf of all Local Health Boards (LHB's) and NHS Trusts in Wales. The FA will be utilised by the LHB's/Trust's on an 'as required' basis; accordingly no volume or value of work is guaranteed. The Services will be provided at (i)NHS Wales premises(insourced) or (ii) at the suppliers' premises(outsourced).
Please note: this is not a call for competition.
The purpose of this PIN notice is to alert potential providers of an opportunity to meet with NWSSP and Health Board representatives at a virtual pre market engagement event on Friday 1st October 2021, in accordance
with the requirement of the Public Contract regulations 2015 as amended.
If the service decides to undertake a procurement exercise this will be advertised as appropriate at the relevant time. This notice is also an
opportunity for any potential providers to submit requests for tender documentation in Welsh. Any requests for documentations to be
provided through the medium of the Welsh language must be submitted by via email to karina.brock@wales.nhs.uk by Monday 1st November 2021.
If the procurement exercise proceeds then the contracting authority will be conducting the procurement on behalf of Swansea Bay University Health Board (UHB), Aneurin Bevan UHB, Betsi Cadwaladr UHB, Cardiff & Vale UHB, Cwm Taf Morgannwg UHB, Hywel Dda UHB and Powys Teaching Health Board.

NWSSP Procurement Services in collaboration with the Local Health Boards and Trust in NHS Wales wish to conduct a procurement process for the Framework Agreement for the Provision of Insourcing and Outsourcing of Surgical, Clinical and Diagnostic Procedures.
This is not a call for competition but an opportunity for the providers within this market to meet with NWSSP and Health Board Representatives.
The current framework agreements for the Provision of Insourcing and Outsourcing of Surgical, Clinical and Diagnostic Procedures expires on 31st July 2022.
IMPORTANT: In line with the Public Contracts Regulations 2015 (as amended) NWSSP Procurement Services wish to
hold a Preliminary Market Engagement (PME) event. The PME will be a virtual event via Microsoft Teams, on Friday 1st October 2021
2021. The event will consist of a presentation in the morning followed by a question and answer session. There will also be an opportunity
for providers to meet individually
with NWSSP Procurement Services and Health Board representatives in the afternoon.

The PME stage is an opportunity for NWSSP to inform current
providers and potential bidders of the proposed changes to the framework agreements and will be an opportunity test directions and
options before entering into a procurement process for the new framework agreement the Provision of Insourcing and Outsourcing of Surgical, Clinical and Diagnostic Procedures.
Current providers/potential bidders should note that this engagement event together with any other soft market sounding in relation this
proposed procurement, may not necessarily lead to a formal procurement and/or award of any contracts.
Further, that any information provided by current providers/potential bidders during this engagement event, may be used by NWSSP to help to scope the proposed procurement/services and may also be shared widely with other current providers/potential bidders.
Accordingly, current providers/potential bidders are advised not to share any confidential information and/or information they would not
wish to be shared more widely. NWSSP accepts no liability for any costs incurred by current providers/potential bidders as a result
of attending the engagement event nor any liability for costs incurred in respect of any bidding or preparatory work carried out by the providers and/or bidders.
It is intended that all information provided and gathered will be publicly available in the form of frequently asked
questions or in any format determined by NWSSP which shall be available to any candidates/ and or bidders to ensure transparency and
fairness in any procurement process going forward.
It should be noted that any figures provided are indicative of historical use only and should not be construed to indicate any guarantee or
levels of spend.
The Contracting Authority anticipates that any procurement exercise
which may be taken forward in the future shall be subject to the Light Touch Regime in accordance with Schedule 3 of the Public Contract
