This tender is for the provision of a Specialist Treatment and Recovery Service. The proposed approach is to procure a lead provider to deliver Specialist Treatment and Recovery Services across Essex.

The aims of the Provider are to deliver the following, adopting a client centred approach:

-To reduce the harm caused by illicit drugs,new psychoactive substances and alcohol

-Increase the rates of individuals recovering from their dependence

-To promote independent and healthy living,

-To improve the health, social, psychological, legal, welfare and life chances of people who are vulnerable through the use of illicit drugs and alcohol.

-To jointly work with other partners to improve physical and mental health, employment, housing, family life and crime issues for clients.

This will be a 7 year contract.

List and brief description of rules and criteria

The Council may wish to vary the contract to add additional funds to the contract value during the term of the contract whether funded from within the Council's budgets or made available from government grants or similar for services the same as or similar to the Services. The contract may therefore have a value of up to £34,889,545 over the 7 years depending on the addition of such funds. The Council does not guarantee any such additional funding or grant any exclusivity in relation to any such funding or services during the life of the contract.
