Westminster City Council is looking to deliver 30 (Thirty) DC EV rapid charge points within the borough. These sites will consist almost entirely of on-street locations although there could be an opportunity within off-street parking areas associated with the Council's parks and open spaces and/or leisure centres. We envisage that most of these will be of a 50kW output, mainly due to space restrictions within the public highway, but we would be interested in installing higher powered units where site conditions allow. We will also look to put 2 (two) or more units together if and where site conditions allow, although we still expect many of the sites to consist of a single rapid charger.
We have recently undertaken a programme where rapid chargers were installed at sites which had been enabled by the Council’s own highways service provider. The civil engineering provided an appropriately sized feeder cabinet and NAL socket in the highway and at this stage we expect this type of relationship to continue for future programmes.
Where rapid chargers are placed in on-street locations, these will be positioned at the kerb-edge (with appropriate protective bollards to deter vehicle strikes), ideally at a mid-way point alongside a parking bay (where bays are parallel to the kerb) or at the front of a bay where these are perpendicular to the kerb. Westminster does not currently support the addition of islands placed within parking bays for charge point installations.
The purpose of this PIN is twofold. One, to notify the market that a future procurement is likely to occur during the next 12 months, and two, to understand in greater detail how WCC could deliver this service and gain invaluable information from the market to help support the WCC future strategy.
