Pre-Market Engagement for the provision of Corporate Footwear to Translink staff.

Translink is seeking a supplier to provide a range of protective footwear for use in industrial, engineering and trackside environments including features such as waterproofing, oil resistance, reinforced toecaps and reinforced soles. There is also a small requirement for non-safety shoes for clerical staff.

two.2.4) Description of the procurement

Currently Translink issues Corporate Footwear to staff numbers in the region of 4000 across 20 depots throughout Northern Ireland. Issue cycle frequencies are 12 months.

Each job role will have different requirements, therefore a range of footwear options will be requested, including but not limited to boots, shoes, trainers, male and female options, and half sizes where appropriate. The range should be breathable, oil resistant, waterproof/water repellent, shock absorbent, puncture-resistant, light-weight/composite, wide-fitting, and deemed to be comfortable.

Translink is undertaking this exercise prior to advertising an Invitation to Tender in Q4 2021 for the issue to staff of Corporate Footwear in November 2022. The purpose is to inform Translink of the impact on the industry as a result of the global Covid-19 pandemic, with particular focus given to alternative methods of sourcing, fulfilment, delivery, supply chain issues, streamlining of the current range and any relevant innovations in the market.

It is anticipated that meetings relating to the exercise will be held on Wednesday 15th September 2021.

1 This Notice is to initiate a market engagement and information gathering exercise and does not indicate the start of a procurement

exercise. It is instead intended to act as an informal market research document providing a brief synopsis of Translinks’ future

4 Please note, progress in the project will be subject to the availability and timing of funding. If this requirement is given financial approval,

it will be tendered under the Utilities Contracts Regulations 2016. Any documents, discussions, presentations, demonstrations or

clarifications submitted for this Market Research will not be considered as any part of the tender exercise. If Translink does decide to

proceed with a competitive tender process, a separate detailed tender specification document will be produced as part of that process.

At this stage it is not possible to give an accurate timeframe for this requirement.
