The DE&S Boats Team, part of the UK MOD, has a requirement for a three (3) year contract (with one (1) year unfunded) for the In-Service Support of the Training Vessel (TV) Tristram. Tristram is now a training vessel used predominantly to simulate real life scenarios at sea. The vessel is moored in Portland Harbour and all original ship systems have been decommissioned. The outline requirement would be for a Potential Provider to:

· Conduct regular planned maintenance including some daily checks

· Source spares for maintenance and general preservation of the vessel

· Provide a standby evacuation boat to be used in the event of emergencies (30 minutes notice)

· Conduct dive operations to survey mooring arrangements and carry out occasional underwater repairs

The Boats Team, part of the UK Ministry of Defence (MOD) intends to award a contract of up to 3 years and 3 months from 6 February 2023 to 31 April 2026 to Quest Underwater Services Limited for the In-Service Support Contract for Training Vessel (TV) Tristram. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service is lawful under Regulation 16 (1) (a)(i) of the Defence and Security Public Contracts Regulations 2011. This is due an insufficient number of successful responses to the Dynamic Pre-Qualification Questionnaire at Pre-Tender Stage, which would have allowed the Competition to progress to the ITT stage.
