Description
Hampshire Transport Management (HTM) are a trading arm of the Council who operate a Hire Desk as part of their business. The Hire Desk books short term vehicles on a self-hire basis and manages the booking, invoicing, recharging and also manages the suppliers.
The Hire Desk hires anything from a small car up to minibuses and anything in between. The Hire Desk service is open to internal directorates of the Council and other external organisations.
To assist the Hire Desk in offering hire bookings to the Council and its external customers, the Council currently has a 4-year framework in place for the hire of vehicles, which expires 14 November 2025. The Councils current intention is to put a new framework in place by winter 2025, commencing for a period of 4 years.
The proposal is to put in place a multi-supplier framework, lotted by area, with no limit to the number of suppliers to be awarded onto each lot. The new framework may also include an additional lot covering the provision of a car club scheme in Hampshire. The method for calling-off contracts from the framework is under review.
The framework will be open to use by the following public bodies/organisations across the entire county of Hampshire (including Southampton and Portsmouth areas) and potentially the Isle of Wight. The Authorities/Organisations listed below will access the framework through the Hire Desk.
- Hampshire County Council.
- Hampshire and Isle of Wight Fire and Rescue Service (HIWFRS).
- Maintained Schools, Academies and Colleges
- Charities and Voluntary, Community and Social Enterprises
- All other local authorities in Hampshire including but not limited to Unitary Authorities, City Councils, District and Borough Councils, Town and Parish Councils (and any successor bodies).
There will be no guarantee of obtaining work through the framework, however, to give an indication of demand, HTM booked 4508 hires in the 2024 calendar year. Hires are generally between 1 day and 1 week but can be longer than this occasionally.

Engagement process description
Hampshire County Council are seeking the views of providers who may be interested in tendering for a Framework for the Hire of Vehicles (Self-Drive).
The Council intends to engage with the market using a market engagement questionnaire. The objective of the questionnaire is to understand the capabilities of the market, and to gather feedback on our proposed specification requirements and framework structure. Responses may be used to support the development of the specification and the operation of the framework.

If your organisation is not registered on the Hampshire In-Tend portal, please go to the website stated above and click on the 'Register' tab - registration is free.

Completion of the questionnaire does not constitute an expression of interest in any future tender. Responses will not be used to evaluate your company, create a short-list or guarantee inclusion or exclusion in any resulting tender exercise.
