seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
This contract was awarded via an Open Procedure completed in 2021.
Modification is to increase awarded value by £374,122. This proposed value modification complies with Regulation 72 (1) (b) as stated
below:
72.— (1) Contracts and framework agreements may be modified without a new procurement procedure in accordance with this Part in
any of the following cases:
(b)for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial
procurement, where a change of contractor—
(i)cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing
equipment, services or installations procured under the initial procurement, or
(ii)would cause significant inconvenience or substantial duplication of costs for the contracting authority,
provided that any increase in price does not exceed 50% of the value of the original contract.
The increase of an additional £374,122.00 is 36% of the original contract award value.
Any change of contractor at this stage would cause significant inconvenience to the ongoing service delivery. There are also technical
grounds in that the current Contractor is the only body able to maintain and service the current solution.
The option to extend was included in the original tender documentation. Failure to extend will result in the service being without an

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The increase of an additional £374,122.00 is estimated to be around 36% of the original contract award value and is within the stated tolerance of 50%.
Any change of contractor at this stage would cause significant inconvenience to the ongoing service delivery. There are also technical grounds in that the current Contractor is the only body able to maintain and service the current solution. The option to extend was included in the original tender documentation therefore little risk associated. J2E tools provide a key parental portal tool and core curriculum eLearning applications that are now embedded in NI schools. Schools depend on the C2k system and software such as J2E to deliver the NI curriculum
