Description
Sheffield Hallam University is undertaking a Preliminary Market Consultation to inform a future procurement for a Campus Works Partner (CWP) to support the delivery of minor works and maintenance projects across the University estate.
The University is considering appointing a single contractor under an NEC4 Framework Contract to deliver a programme of projects primarily valued below £1m, with some projects between £1m and £3m, and flexibility to deliver selected projects up to £5m (including contingency, excluding VAT).
The framework is expected to operate for four years and will involve collaborative working with the University's Estates team and a separately appointed Programme and Project Support Partner (PSP) providing professional services.

Engagement process description
The University is undertaking a pre-market engagement exercise to inform the development of the procurement approach for the Campus Works Partner (CWP).
As part of this engagement, interested suppliers will be provided with a Pre-Market Engagement (PME) document outlining the proposed scope of services, delivery expectations, and potential procurement approach.
Suppliers are invited to:
Review the PME document.
Submit clarification questions through the procurement portal.
Participate in optional supplier engagement meetings.
Provide feedback on the proposed CWP role and delivery model.
Highlight any potential risks, opportunities, or market considerations.
Supplier Meetings
The University also intends to hold online supplier meetings via Microsoft Teams on either 9th or 10th April 2026 (date and time to be confirmed).
These meetings will:
Provide an overview of the proposed CWP role and requirements
Allow suppliers to ask questions and provide feedback
Help the University better understand market capability and delivery approaches
Further details and invitations will be shared with suppliers who register their interest.
Submission of Expressions of Interest
Suppliers wishing to participate should register their interest through the University's procurement portal.

Upon registration, suppliers will be given access to the PME documentation and any supporting materials.
Clarification Questions and Feedback
Suppliers may submit clarification questions and feedback through the procurement portal by the stated deadline in the PME document.
Responses to clarification questions may be shared with all participating suppliers to ensure transparency.

This engagement exercise is being undertaken in accordance with the principles of the Procurement Act 2023 and does not constitute a formal call for competition.
Participation in this exercise will not influence the evaluation of any future procurement process.
