This service provides MOD Suppliers with a user front end to enable them to manage purchase orders and generate and transmit, outbound to CP&F, messages and transactions relating to Advance Shipping Notices (ASN), receipts, and invoices. These messages and transactions route back by the service into the MOD’s CP&F system. It also provides an integration pass-through to facilitate exchange of messages between CP&F and MOD Suppliers. Following an appropriate level of matching within CP&F the MOD Supplier is then paid via BACS.

It is the Authority's intention to extend the existing contract by 15.5 months to enable re-competition of this service. This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the Authority has decided to award a contract on a single source basis and is published for reasons of transparency.

four.1) Description

Explanation:

Justification for extension to contract ISSASDT/00053 is provided under PCR Regulation 32 (5) (b): The negotiated procedure without prior publication may be used for public supply contracts for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.

The Authority have identified significant technical risks to implementing a new Supplier Hub at this time without compromising the MOD’s capability to pay its suppliers. This capability must be maintained with minimal disruption and therefore an extension of 15.5 months is necessary for these to be addressed.
