The purpose of this Invitation to Tender is to appoint three suppliers operating under a Framework Agreement to deliver management development programmes to Scottish Enterprise. The framework will comprise of 3 geographical lots as outlined below, each operating as a single supplier lot:

Lot 1 – North East of Scotland

Lot 2 – East of Scotland

Lot 3 – West of Scotland

Bidders may submit responses for as few or as many Lots as they want to. The maximum number of lots that a bidder will be awarded is 1, as outlined in the Contract Notice and the ITT. It is anticipated that the framework will start during November 2021 for a period of twelve months. After this period, Scottish Enterprise will have the option to extend the contract for a further period of twelve months.

The Managing People for Growth Framework has been part of Scottish Enterprise product suite for the last eleven years and building on the continuing success, we wish to refresh and re-procure the service. This programme is part of a suite of the workplace innovation team’s offering, which provides companies with the opportunity to develop employees practice and culture in alignment with key business objectives. Managers need to be encouraged to challenge themselves in their role and learn how to constructively challenge their team by encouraging and supporting in aligning their own skills for the benefit of the business and themselves.

Scottish Enterprise wishes to appoint three suppliers to deliver the Managing People for Growth Framework. The product will be delivered across Scottish Enterprise’s entire operational areas making this a national programme available to companies across Scotland, so capacity to deliver is essential. From analysis of previous data, we estimate that between 26-33 programmes could be commissioned across all regions over the maximum duration of two years. Further detail is provided in the ITT.

SPD Statement for 2A.17 – Form of Participation (Notably as part of a group, consortium, joint venture or similar).

Any contract will be entered into with the nominated lead organisation and all members of the consortium, who will in these circumstances each be required to execute said contract together with all ancillary documentation, evidencing their joint and several liability in respect of the obligations and liabilities of the contract. It will be for members of the consortium to sort out their respective duties and liabilities amongst each other.
