Description
We are establishing an 'Events Provision Framework'. In this framework there will be two distinct areas in which contractors may apply to operate in one or both areas (Northern and Southern), and there will be six lots in both areas ranging from necessary services and goods required for Cumberland events: Medical Provision, Security and Stewarding Provision, Infrastructure Provision, Av & Tec Provision, Road Management and Marquees.

Engagement process description
Cumberland Council Healthy Places Team, who are responsible for delivering numerous events across Cumberland per annum, are in the process of establishing an 'Event Provision Framework'. The Healthy Places Team have adopted an Event Sustainability Commitment. This commitment puts local businesses, economies, communities and the environment at the forefront of all events. Therefore, as your company provides the services and goods that will be outlined in the framework, we invite you to provide comment on our intended approach detailed below to ensure it is practical for all while ensuring you are aware of the upcoming opportunity.
We believe this approach will enable us to expand our event sustainability commitment further by ensuring opportunities to provide goods and services are distributed fairly to. Events will vary in location across the County, and creating a well-established framework across the two areas will allow businesses to bid for the relevant lots in their area for a range of events per annum. Those events ranging from:

- Taste of the Sea
- Upperby Gallery
- Taste Cumbria
- Fire Show
- Taste Carlisle
- Taste Christmas
Lig Due to the scale of the district, and the vast spread of events taking place over the three former district councils which were merged into the Cumberland unitary authority, there will be two district areas which contractors may apply to operate within, as per the diagram below.
Contractors may apply to operate in either both or one of the areas:
Northern Area (Dark Green)
The Northern area consists of the former Carlisle City Council district. Events Taking place in this area, although this may vary every year:

Southern Area (Light Green)
The Southern area consist of the former Allerdale Borough Council and Copeland Borough Council districts. Events Taking place in this area, although this may vary every year:

Lots
There will be five different lots within each area, with work to be disrupted as followed:
Lot 1 - Medical Provision
- This lot will be used for the medical cover, provided by trained professionals, to ensure safety of attendees and being available to address and cover medical emergencies during events.
Lot 2 Security and Stewarding Provision
- This lot will be used for security and stewardship provision, by trained professionals, with a responsibility for ensuring safety, manage emergencies, protect property and assets during events.
Lot 3 Infrastructure Provision
- This lot will be used for provision, installation and removal of safe, tested and appropriate infrastructure prior, during and post events.
Lot 4 Av & Tec Provision
- This lot will be used for the provision, installation and removal of safe, tested and appropriate AV&Tec solution for each relevant event.
Lot 5 Road Management
- This lot will be used for the provision and set up of the appropriate road management items and trained road management personnel prior, during and post event.
Lot 6 Marquees
- This lot will be used for provision, installation and removal of safe and tested marquees and appropriate equipment prior, during and post event,
Although the six lots will be in both the northern and southern area, the specifications are the same, but the requirements may vary depending on the nature and size of the event. Due to the contrast between lots, each lot will have a unique set of requirements and pricing schedules that will be used in the evaluation of your bid.
In order to be on the framework, suppliers must register their interest on The Chest to receive the tender documents and submit them by the deadline that will be provided.
The agreement will have a duration of 36 months, with an option for the council to extend for an additional 12 months if desired and will have no minimum level of spend with any contractor is implied.
Based on what we've provided we are asking for feedback on the above by 5pm on Wednesday 21st May. All feedback will be given consideration.
