Hertfordshire Catering Limited (HCL) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to the Supply of Ambient, Frozen and Chilled Food and Fresh Meat and Poultry.HCL will consider the feedback received to help inform their options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and HCL is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.

Hertfordshire Catering Limited (hereinafter referred to as HCL), is a Company limited by shares and wholly owned by Hertfordshire County Council. HCL is an award-winning contract caterer, dedicated to delivering excellence in educational catering and commercial sectors throughout Hertfordshire and surrounding counties. HCL currently delivers a catering service in circa 425 primary schools and 42 secondary schools along with 17 commercial units. HCL are seeking a key partner that makes them stronger together and continues to build relationships, where everyone feels valued and feels their contribution is adding value to our mission statement. HCL currently has an existing contract in place for the supply of Ambient, Frozen & Chilled, and Fresh Meat & Poultry, but this will expire soon. The current contract covers the full range of Ambient, Frozen & Chilled, and Fresh Meat & Poultry. This Pre-Procurement Market engagement provides an opportunity to research the choices that are available in the market which have the potential to meet our needs and enhance our menu. The purpose of HCL’s pre-procurement market engagement process is to allow and enable, potentially interested organisations with appropriate expertise and relevant experience to: - Outline and generate initial views/ideas around the outcomes, scope and the potential procurement strategy (i.e., with no commitment to themselves or HCL). Engage with HCL to understand its challenges, intentions and desired Outcomes. Provide input to help refine HCL’s requirements. Inform HCL of current market trends and developments. Enable HCL to understand how the Current Requirements could be shaped and delivered. Explain potential options, quality and delivery arrangements available to HCLHCL will consider the input and responses received as part of this pre-procurement market engagement to help inform HCL’s options and further decision making.
