This is a Modification Notice to indicate that the Scottish Ministers are to extend the current Integrated Roads Information System (IRIS) incorporating Road Condition Surveys Contract by 12 months until November 2022 to ensure continuity of this essential service during and after the current coronavirus, COVID-19, outbreak and to allow for the completion of re-procurement of Road Condition Surveys in accordance with the 2015 Regulations.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The effects of the Covid-19 pandemic including lockdowns and reintroduced restrictions has had a significant impact on available resources as well as testing and training activities required to replace the current IRIS system with an in-house alternative. As such, to ensure the current IRIS system,provided by WDM Systems Ltd, can continue to be used by Clients and Operating Companies alike, while the replacement system is tested and data migration between systems can be performed, an extension to September 2022 is required.
