The Environment Agency intends to appoint a replacement to its existing Mapping and Modelling Framework (MMF) and, prior to commencing the formal procurement exercise, wishes to notify the market of the upcoming opportunity, identify the level of interest in the new framework, and invite supplier feedback on the proposed approach.
Suppliers are invited to take part in a short survey, details of which are included below.

two.2.4) Description of the procurement
A high-level scope of services is detailed below.
The framework will have a four year duration with an estimated value of £13m and will be available for use by other Risk Management Authorities.
Suppliers should note that mapping and modelling works related to planned construction projects for the EA are unlikely to be delivered via this framework, with these being delivered under the EA’s Collaborative Delivery Framework. This framework will focus more on flood and coastal erosion modelling, forecasting and flood hydrology improvements, and national/catchment scale modelling, mapping and forecasting projects not linked to the development and delivery of schemes that contribute to the target to reduce risk to 336,000 properties in the 6 year capital programme (noting that this approach is likely to differ for other RMA’s that may use the framework and which may therefore include pre-construction modelling).
FRAMEWORK STRUCTURE
The Agency’s intention is to appoint four/ five suppliers to a single national Lot, providing a centralised and consistent national approach to deliver all requirements. The Agency expects that the majority of work delivered under the framework will be appointed following mini-competition between all suppliers appointed.
It is intended that call-offs will use the NEC4 Professional Service Contract.
ADDITIONAL REQUIREMENTS
Effective emergency/ contingency support is critical for the successful delivery of the MMF and the EA is considering two options around this:
1: Suppliers provide a ‘best endeavours’ approach
2: Inclusion of a formal 24/7 standby system ahead of weather events and projected incidents.
