Jisc wishes to establish an agreement with a single supplier to become the partner for Jisc for a portfolio of fibre-based and cellular connectivity solutions, including (but not limited to) the following:
- 1Gbit/s fibre-based Janet connectivity plus cellular backup based on 5G capable hardware.
- 10Gbit/s fibre-based Janet connectivity plus cellular backup based on 5G capable hardware.
- xDSL internet connectivity plus cellular backup based on 5G capable hardware.
- Cellular only internet connectivity based on 5G capable hardware.
- SIM-only cellular services.
- SD-WAN services
- Guest Wi-Fi services.

Jisc wishes to establish an agreement with a single supplier to become the partner for Jisc for a portfolio of fibre-based and cellular connectivity solutions, including (but not limited to) the following:

Jisc requires the successful bidder to have the capability to provide all of these service s.
Jisc anticipates that individual orders under the agreement will use a simple process, making use of bidders’ terms and conditions, subject to the presence or absence of certain terms as set out in Appendix 2 of this document.
Jisc wishes to set up an agreement that will last for a maximum overall term of eight (8) years. The initial term will be 4 years with two further extensions of 2 years each, up to the maximum term of 8 years. Individual orders placed via the agreement may last for longer than the duration of the framework agreement.
Jisc cannot guarantee and makes no representation concerning the level of expenditure through the agreement in any given year, however experience with previous agreements of this type indicates that up to £10 million may be expended during the lifetime of the agreement. It should also be noted that there will be no minimum commitment of spend through this agreement either.

Jisc Services Limited will incorporate a standstill period at the point information on the award
of the contract is communicated to tenderers. That notification will provide full information on
the award decision. The standstill period, which will be for a minimum of 10 calendar days,
provides time for unsuccessful tenderers to challenge the award decision before the contract
is entered into. The Public Contracts Regulations 2015 Article 91 provides for aggrieved
parties who have been harmed or are at risk of harm by a breach of the rules to take action
in the High Court (England, Wales and Northern Ireland).
