The City of Edinburgh Council is considering the procurement of a Therapeutic service for Hoarding/Self Neglect service to provide therapeutic assistance to vulnerable adults which supports long term changes in hoarding and self-neglect behaviours.

two.2.4) Description of the procurement

Hoarding disorder is a mental health disorder characterised by excessive accumulation of and attachment to possessions regardless of their actual value. Self-neglect can be associated with a range of social of psychological and health issues.

Hoarding and self-neglect issues are both recognised as Public Protection/ Safeguarding issues and the proposed service will align strategically with the Council’s Supporting Adults with Hoarding and Self Neglecting behaviours Protocol. Please note this is currently under review. Follow https://www.edinburgh.gov.uk/selfneglectprotocol to find the current protocol.

This Protocol also advocates the deploying of available supports in the community to help promote and support changes in behaviour and move towards local networks of support.

Those accessing the service will be reviewed on an ongoing basis to be confirmed at a later date. This will ensure capacity within the service can be maximised. Intervention via this service will need to be sensitively managed and one-off interventions are unlikely to be effective.

Assessment and referrals for this service will be made by the Council.

Individuals requiring the service are likely to already be engaging with the Council. It is expected that the service will require to be provided across all 4 Localities on a Monday – Friday basis. It is anticipated that there will be different levels of service provision required depending on individual level of need.

The service will require to be personalised, outcomes focused and based on individual level of need assessed.

This is not a counselling service. This is not a decluttering/ deep clean service for which the council has a separate contract in place though it is anticipated there will be individuals who will benefit from access to both services in a time co-ordinated manner.
