two.2.4) Description of the procurement
NHS England (Armed Forces) is looking to commission a service for veterans across England for those who come into contact with the criminal justice process. This service has been designed to offer a proactive response at the first point of contact which could even be before a person is suspected of a crime, for example a report of anti-social behaviour or community intelligence (often derived from local community groups). It is designed to provide a veteran support service from the initial contact with the Criminal Justice System (CJS) through the provision of a care co-ordination service through to the time that person is deemed to not require this specialist support.
NHS England (Armed Forces) is looking to consult with the Market to gauge interest in this opportunity a which involves the completion of questionnaire relating to the proposed Lots and the regional and national coverage.
The service consists of 3 elements:-
Element 1: Pre-Prison Custody
The provider must develop and maintain a close working relationship with NHSE commissioned Liaison and Diversion Services (L&D) and have an established understanding of the unique needs and issues facing veterans.
Element 2: Sentenced into Prison Custody
The provider will develop a package of online training and awareness of the health and social care needs of veterans, including the unique challenges they may face due to serving in the Armed Forces.
Element 3: Post-Prison Custody
The VCJS service through assessment, care planning and onwards referral will meet to facilitate the ongoing holistic healthcare and wellbeing of veterans following their release from prison custody.
The intention is to contract the Service in two parts with Elements 1 and 3 being procured Regionally and Element 2 being procured on a National Basis for England.
