Carmarthenshire County Council wishes to appoint suitably qualified Contractors for the delivery of property related works to supplement its in-house Direct Labour Organisation.
Carmarthenshire County Council is commissioning a new Property Works Framework to provide property maintenance, disabled adaptations, building improvements, mechanical, electrical, and other associated works required for its housing and non-housing property portfolio.
However, at this stage, the arrangement and lotting structures are still under development and may be subject to change. Final details will be published in the tender documentation, together with details of any lotting restrictions, Community Benefits requirements and measures relating to the Well-being of Future Generations (Wales) Act.

EARLY MARKET ENGAGEMENT QUESTIONNAIRE - Carmarthenshire County Council invites responses to an early market engagement in respect of a proposed tender exercise for a Property Works Framework (replacement for the current Minor Works Framework). This is not a call for tenders or a pre-qualification exercise. Completed questionnaires for the early market engagement exercise must be returned by 5:00pm (BST) on 23rd August 2023. On receipt of returned questionnaires, the Council reserves the right to contact interested parties if further clarification is required.
There are currently no tender documents available at this stage; submissions received will not be scored and will NOT form part of an evaluation process. Tender procedures and documents will be finalised following supplier feedback and issued thereafter. This engagement exercise will not be used for the purposes of short-listing at a later stage and non-participation in this exercise, will not restrict access to the tender opportunity.
The Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this questionnaire. Having considered all representations, the Council reserves the right to package its requirement in such a way as to offer the most cost effective and sustainable solution.
