Medway Council requires an effective treatment and support service to ensure people who use substances have access to a range of support options (including harm reduction interventions, treatment, psychosocial support, and recovery/wellbeing services). The service will provide access to all, ensuring preventative support and tailored treatment plans to reduce drug and/or alcohol related deaths in Medway. The service will provide trauma-informed treatment and support for people who use substances, which includes illicit drugs, diverted prescribed drugs, alcohol, and new psychoactive substances (such as Spice).

To achieve the best outcomes, Medway Council will require the provider to focus resources on those where substance misuse has the greatest impact on their own lives and the lives of others, especially their families and communities
