two.2.4) Description of the procurement
NHS England (NHSE) (referred to as the Commissioner) is inviting suitably qualified and experienced providers to bid to deliver the Service(s), by responding to this opportunity as required and described in this document, and within the published tender.
The key objectives of the Procurement are to establish a contract with a Provider to pilot a rehabilitation programme in Primary Care, to deliver a minimum of 1000 rehabilitation / training places. The pilot will initially be October 2022 to 31st March 2023. This programme is designed to support patients that, due to behaviour, often violence, have been or are likely to be (if their behaviour continues) removed from Primary Care medical services registered lists. There may be the potential for a service extension for 01st April 2023 to 31st March 2024 should the Commissioner review of the pilot recommend ongoing delivery. This is also subject to the receipt of further funding for 2023/24 and at the Commissioner’s discretion; the opportunity will not be re-advertised if the service continues, and a new contract will be issued for the following period 01st April 2023 – 31st March 2024; this is not included in the estimated value given in this notice and Potential Bidders should be aware of this possibility, but not guarantee of additional value / service and should see the full tender documents for further information.
The service delivered is designed to be on a voluntary basis for the following patient groups:
- patients who have been placed in the Special Allocation Scheme or SAS (previously known as the Violent Patient Scheme., VPS), and/or
- patients whom have received a warning letter regarding their behaviour,

Whilst the overall contract value is approximately £180,000 for the entire life of the contract, including extensions, it is important to note that the contract does not guarantee any volume of activity or payment to a provider beyond the initial pilot period. The first phase, for financial year 2022/23 will be up to a value of £90,000, with a potential extension in 2023/24 of a further £90,000.
