Synopsis: The tender responses are for the full design of a high-power propulsion dynamometer test stand at 5MW 15-20krpm and the supply and commissioning of this or as much as can be achieved with the given budget. It is critical that where the full supply requirement cannot be met in this tender, the design will show how the test stand can be upgraded to achieve the design values when additional funding becomes available. Responses should include: • A design of a motor /generator dynamometer test stand which is able of delivering 5MW at 15-20krpm including a DC supply for a unit under test in the voltage range of 1-3kV and maximum test stand power. • A delivered operational test stand that either meets the specific requirements or forms part of an operational test stand with the capacity to be simply upgraded to meet or exceed the full design requirement at a later dateObjectives: • Establish a contract which agrees quality, price, delivery timescales, installation schedul

In accordance with Regulation 86 and 87 of the Public Contracts Regulations 2015, the contracting authority has incorporated a minimum 10 calendar days standstill period starting from the day when contract award was notified to the bidders. Unsuccessful bidders will be provided with a debrief in the award decision at the start of the standstill period including details of their bid in relation to the winning bid comprising the reasons for the decision, the characteristics and relative advantages of the successful tender, the score of the economic operator and the name of the economic operator to be awarded the contract. Tenderers have a right to appeal provided for within the Public Contracts Regulations 2015. Any such proceedings must be brought in the High Court of England and Wales.
