110 Lodge Underpass is a redundant reinforced concrete underpass that supports the A580 East Lancs over a disused rail line (now removed). The structure is reaching the end of its service life and so the Council has currently commissioned the design for the infilling of the underpass using foamed concrete.

The Soft Market Test is intended to allow interested organisations with relevant experience to outline their views and provide information with no commitment to themselves or the Council.
Stage 1 - Interested suppliers are required to complete the following company information form and a short questionnaire. Suppliers who complete and return the questionnaire may be invited to meet with Council representatives to discuss its requirements.
If Suppliers have any questions about this soft market test, such questions should be submitted to the Council using the messaging facility within the opportunity advertised on The Chest. A copy of the question and a copy of the written reply may be circulated to all Suppliers, with anonymity of the Supplier preserved. Suppliers must not raise questions through any other channels, including emails direct to the Council or to STAR Procurement. No questions will be responded to, other than those raised through The Chest as described above

Engagement process description
Description of works: 110 Lodge Underpass is a redundant reinforced concrete underpass that supports the A580 East Lancs over a disused rail line (now removed). The structure is reaching the end of its service life and so the Council has currently commissioned the design for the infilling of the underpass using foamed concrete. Due to access limitations, it is anticipated that the lane closures will be deployed on the highway above and the lightweight concrete will be pumped into the void below via the elevations. The elevations will also be backfilled with earthworks and suitable landscaping planted to match the surroundings. Spare ducting and a Fauna Tunnel will be provided.
The successful contractor will need to consider the following:
• Traffic management requirements - The works are located on a busy dual carriageway with a 60mph speed limit in close proximity to junction 23 of the M6.
• Statutory Undertakers Apparatus - There are a number of sensitive services in the vicinity of the works running both above and beneath the structure.
• Access restrictions - Access to the underside of the structure is via a narrow track at the foot of the south embankment, suitable for small construction vehicles only.
This Soft Market Test requires any interested bidders to express their interest (to be submitted on The Chest www.the-chest.org.uk under Ref No:DN774495 )
Once this expression has been done, there is a Soft Market Testing document to be completed and returned to St Helens (again via The Chest) by Friday 06 June 2025 at 12:00pm.
