NCL ICB wishes to continue to commission the Direct Access / Patient Choice Elective Care services from its local independent Sector Hospital Providers within North Central London as part of its extended choice agenda to ensure that the ICB is:

• Providing sufficient local capacity and choice to their registered NCL population,

• Meet the broader requirements of the national patient choice agenda,

• Demonstrate responsiveness to patient demand and feedback.

The Direct Access / Patient Choice Elective Care services will be at specified locations within North Central London. One contract covering Cavell, Hendon & Kings Oak Hospitals with Circle Health Group and one contact covering Highgate Hospital with Nuffield Healthcare. Each contract will be for 3 years with option to extend by a further 2 years.

Contract with Circle Health to provide patients and GPs within North Central London with extended patient choice options, accessible via the e-Referral Service, e-RS (formerly known as Choose and Book). They support the delivery of a range of elective, outpatient, and diagnostics services for adults over 18 years, including but not limited to the following specialties':

• Trauma and Orthopaedics

• General surgery

• Pain management

• Gastroenterology

• Diagnostic Imaging

• Ear, Nose and Throat

• Urology

• Gynaecology.

These services are part of the national patient choice framework and associated choice menu, meaning patients and GPs self-refer/self-select, meaning NCL Integrated Care Boards ability to affect referral flows is limited. Good contract governance dictates the need to establish formal contractual relationships covering these hospital sites, given the historical levels of patient /GP usage.

They support the delivery of a range of elective, outpatient, and diagnostics services for adults over 18 years, including but not limited to the following specialties:

• Trauma and Orthopedics

• General surgery

• Pain management

• Gastroenterology

• Diagnostic Imaging

• Ear, Nose and Throat

• Urology

• Gynaecology.

As per Regulation 32 of PCR2015, use of the negotiated procedure without prior publication is permitted where competition is absent for technical reasons. These services are also covered by European Union patient choice regulations, which have not been rescinded post Brexit.
