Border Force is a law enforcement command within the Home Office (the ‘Authority’). The Authority secures the UK border by carrying out immigration and customs controls for people and goods entering the UK and, in the course of its operations, it may detain and/or seizes High Risk High Value (HRHV) Goods at the border which are sometimes adopted for onward investigation by the National Crime Agency or Immigration Enforcement under the appropriate legislation, depending on the circumstances of the detention/seizure. The National Crime Agency and Immigration Enforcement also detain/seize HRHV Goods through their inland operations which require the use of a Haulage, Storage and Disposal suite of contracts, including utilisation of Border Force storage facilities.

two.2.4) Description of the procurement

Border Force, acting through the Home Office, are seeking a supplier to provide the secure collection & transportation of High Risk High Value (HRHV) items seized by them, HM Revenue & Customs, National Crime Agency and other enforcement agencies within the UK (including Northern Ireland and Juxtaposed Ports). Transportation takes place between the point of seizure (ports, airports and inland locations) to a storage location; and from storage location to disposal (by a waste contractor); other movements may also take place. The service can be provided by a single supplier or a managed-service but the mode of transportation must meet the security required for the goods being moved. For some items Border Force currently use a service that meets ”Cash in Transit” security levels.

Before being given access to the Home Office e-sourcing portal, where the Tender Documents are held, Suppliers will be required to sign the Buyer's Non-Disclosure Agreement (NDA). This NDA should be requested via email from Mark Boyd at mark.boyd@homeoffice.gov.uk.

A scanned copy incorporating the wet signature should be then be returned via email to Mark Boyd at mark.boyd@homeoffice.gov.uk to enable access to the ITT documentation.

The terms of the NDA are non-negotiable and your unequivocal acceptance of those therein are required to proceed with this opportunity.
