four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

1. The jHub team, part of the United Kingdom Ministry of Defence (MoD), intends to award a two-year contract from September 2021 to September 2023 with the value of £3.8m ex. VAT to Anduril Industries Inc. (Anduril) to provide a perimeter security system. The authority is procuring a hardware subscription service to provide the perimeter security system, inclusive of software updates and vendor support. This includes integration of MOD's software "SAPIENT" capable of delivering across the surveillance and perimeter security of Defence. This equipment is versatile, it can be deployed within any of the services due to Anduril having the capability to configure the equipment to a specification required by a branch.

2. It is considered the contract can be awarded using the negotiated procedure without prior publication of a contact notice pursuant to regulation 32(2)(b)(ii) of Public Contract Regulations 2015 and regulation 16 (1)(a)(ii) of Defence and Security Public Contracts Regulations 2011 for technical reasons.

3. Anduril's integrated security system is novel, powerful and, if successfully implemented and realised, could be as transformational for the character and conduct of war as the emergence of mechanisation, flight and wireless communication. Anduril's offer is not currently wholly replicated by any other single supplier, nor is it likely to be within the next five years given the current landscape. The UK stands to lose its relative competitive edge if Anduril's offer is widely adopted or replicated by allies and or matched in impact by the UK's adversaries before the UK does so. The optionality of adopting such a solution will rapidly dwindle if the UK wishes to retain its current relative influence and non-nuclear deterrent potential .

4. There does not appear to be a comparator suite of capabilities available from potential competitors in the Defence Sector. The few Defence primes that are offering open architecture integrated command and control solutions along similar lines to Anduril's integration software (Lattice), are not as far up the Technology Readiness Level (TRL) ladder. No other company is offering a combination of a "Lattice" style interface and a suite of compatible by design autonomous sensor platforms.
