two.1.4) Short description

Westminster City Council is embarking on the recommissioning of the Young Adults Supported Accommodation Pathway (aged 16 – 25 years). Providers with experience of delivering these types of services are invited to a market engagement event on Friday 19th July 2024. The market engagement will detail our intentions to procure a range of supported housing provision for young people within the borough of Westminster as an enabling part of the forthcoming Homelessness and Rough Sleeping Strategy.

The procurement will seek to commission a broad range of service providers to support the Council to allow individuals to experience inclusive lives through empowering these themes within the commissioned services:

1. A culture which is supportive and caring as well as being self-sufficient.

2. Services that value their staff and encourage upskilling.

3. Pre-independence services which focus on move-on readiness and effective move-on planning while managing expectations.

4. Accommodation, which is high-quality, psychologically informed, and conducive to promoting growth and development.

5. Accommodation and support options which encourage/allow young people to work and maintain employment, as well as opportunities to pursue further education.

6. Services which place co-production within their provision as a fundamental part of their operations.

This prior information notice is not the start of a procurement process and interested organisations should note it is not the intention nor purpose of the engagement events to confer any advantage to participants regarding any future procurement process.

The date of the hybrid consultation workshop event will be Friday 19th July 12-2pm at Westminster City Hall. The workshop will explore the recommissioning of young adults supported accommodation and is aimed at existing and potential providers who have experience of delivering these services and capacity to deliver within the borough. It will give indicative timescales for the procurement and touch upon the impact of Westminster’s Responsible Commissioning & Procurement Strategy.
