two.2.4) Description of the procurement

BEIS requires the EUS-led consortium to develop a suite of hydrogen gas enabling standards and associated competence frameworks and training specifications for use in domestic and non-domestic / light commercial hydrogen gas installations. IGEM will provide the technical support to assess hydrogen research and evidence gaps to update the IGEM Hydrogen Reference Standard (IGEM/H/1), and create Hydrogen Enabling Standards for domestic (IGEM/H/2) and non-domestic (IGEM/H/3) scenarios. EUS will develop a Hydrogen Competence Framework and Training Specification aligned to the Enabling Standards developed by IGEM.

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

Explanation:

The Gas Safety (Installation and Use) Regulations (GS(I&U)R 1998) require all operatives working with all gases listed under the Gas Act 1986 (except those working in factories and with hydrogen in a non-domestic settings) to be Gas Safe registered.

Energy & Utility Skills (EUS), is the only Gas Standard Setting Body (SSB), an established structure in the gas industry that delivers the Matters of Gas Safety criteria and sets the competence and training requirements for engineer registration with Gas Safe Register. They are the Sector Skills Council responsible for National Occupational Standards (NOS), qualifications and apprenticeship frameworks for gas (upstream and downstream), power, waste and water industries. As the only organisation appointed by Gas Safe, they are the only organisation able to complete the competence framework and training specifications.

The Institution of Gas Engineers & Managers (IGEM), as the professional gas engineering body will create a hydrogen domestic/light commercial enabling standard and a non-domestic equivalent standard. IGEM is recognised as a Gas Engineering professional body, licensed by Royal Academy of Engineering and no other body can update the Hydrogen Reference Standard and codify domestic and non-domestic Hydrogen Enabling standards.

No other economic operator can provide the service of setting standards in this area, with the specific property of universally recognised and accessible record of an approach that represents good business practice.
