two.1.4) Short description

Direct payments (DP) are monetary payments made to individuals to meet some or all of their eligible care and support needs. They provide independence, choice and control by enabling people to commission their own care and support in order to meet the outcomes agreed in their support plan. The guidance for the use of DP is set out within the Care Act 2014 and each local authority must ensure that people are given relevant and timely information about DP and are supported to use and manage the payment appropriately. The commissioned Direct Payments Support Service (DPSS) will work in partnership with the Council to ensure that those adults, young people, parents and carers eligible for DP have the information and support they need to utilise their DP effectively and in a way that offers greater choice and control.

two.2.4) Description of the procurement

The Services come under Chapter 3, Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. Under Regulation 76, Camden Council may determine the procedure to be applied in connection with the award of the Contracts. The process being considered is a one stage process similar to the Open procedure with evaluation being against selection criteria and award criteria. The contract will be awarded on the basis of the Most Economically Advantageous Tender.

Camden Council is exploring commissioning options for its Direct Payment Support Service. The intention is to appoint a provider to work in partnership with the Council to ensure that those adults, young people, parents and carers eligible for Direct Paymnets have the information and support they need to utilise their Diret Payment effectively and in a way that offers greater choice and control.

Before the Council commences any process, it would like to receive feedback on a number of areas from suppliers. Suppliers are asked to complete the attached questionnaire within this PIN and to return it to Camden Council via the messaging system on EU Supply by 20 September 2021.
