two.1.4) Short description

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Birmingham and Solihull (ICB) (The Commissioner) would like to notify the market of a potential new opportunity to deliver APMS Services for the West Birmingham area.

Expressions of Interest are sought from providers, who would be able to introduce a multidisciplinary workforce of clinicians but must not deplete from the existing capacity in the area. The provider will also be required to deliver core Primary Care and associated prevention, protection and wellbeing services to meet the needs of the local resident population.

The Commissioner is keen to explore the opportunity for APMS/GMS providers to combine core primary care approaches with wider community partners offers in support of improved health outcomes and associated wider benefits to the local community. Community approaches developed with communities and a focus on the wider determinants of health and improved user experience is sought. Innovation and a commitment to working with the local population to meet a range of priority needs is deemed essential.

two.2.4) Description of the procurement

The West Birmingham area has historically, proven difficult to attract and retain qualified GPs, nurses and more recently the clinical and non-clinical workforce. The workforce will support the Commissioners local ambition on the transformation agenda, to integrate health, public health and social care offers for the benefit of local populations.

It is expected that the provider will deliver the following as part of the contract:
• Essential Services
• All Additional Services
• All Enhanced Services commissioned by NHS England and Local Improvement Schemes commissioned by the ICB
• Opening hours and service delivery from 8.00am -6.30pm Monday to Friday (except statutory bank and public holidays)
• Participation in the Primary Care Network Enhanced Service
• Extended opening hours in line with requirements of the Primary Care Network. Proposals for a new approach to prevention, improving health and wellbeing and broadened collaborative working in the local area are sought.

Services will need to be provided from suitably identified premises taking into consideration value for money for the public purse and may include premises of Integrated Care System Partners. Interested parties will need to include proposed premises in their response.

The core practice services would start with a zero registered list and be paid at a General Medical Services value as determined from time to time. The value of the contract would initially be paid at the equivalent of a practice list size of 1500 for 12 months or, once exceeded would be paid based on the number of registered patients whichever is the sooner. Any service proposals that would not be funded via enhanced services or other income streams would be subject to costing and negotiation.

West Birmingham’s demographic make-up illustrates:

• High levels of inequalities, deprivation and population health issues
• Being Under doctored
• A high level of health care needs across age profiles
• The need for improved patient experiences based on national survey
• Low levels of health protections for example with low vaccination and immunisations uptake rates across age cohorts and high levels of maternal and infant mortality

The Commissioner is considering the length of future contracts as part of this exercise and are considering a term of 7 years plus 2 years. The Commissioner is also considering the funding of future contracts with equity to national GMS contracts central to considerations. For 2023/2024 the GMS price is £102.28 per weighted patient.

two.2.14) Additional information

The Commissioner wishes to invite suitably qualified and experienced providers to help gain market views on the viability of procuring the delivery of these requirements from suitable premises in the West Birmingham area.

The Commissioner is also seeking the views of potential bidders on the approach to market and wishes to gain feedback via an on-line questionnaire.

The responses received during the market assessment exercise will not be considered in any future evaluation process as part of the formal procurement process.

This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.

This is a market testing exercise and does not commit the Commissioners to carry out a procurement process.

If more than one compliant provider registers an interest for this opportunity, meets the requirements set out in this Notice and the questionnaire then the ICB may set out details for a competitive process. Should only one provider register an interest and meet the requirements, the ICB reserve the right to award to that provider without further publication following due diligence checks.

The procurement will be advertised in accordance with the requirements of the Public Contracts Regulations 2015 (as amended) (the “Regulations”) to the extent that the Regulations relate to services within the scope of Schedule 3 thereto(Social and Other Specific Services). The Commissioner and AGCSU are, therefore, bound only by those parts of the Regulations applying to Schedule 3 services.
